Mixed Signals Regarding Pagerank and SEO Linkbuilding?

2 questions:
1. when it comes to acquiring inbound links, what's the minimum pagerank score of that site to acquire a link from in which it would be beneficial to your overall score/ranking, if you were to link to it?
2. if page rank is so important as far as linkbuilding, why is it not as important regarding SEO of your own site? I've noticed that some of the organic leaders in my niche have terrible pagerank scores on their own home page. how is that so? (in other words, how can a site be ranked in the top three of a given niche organically, when google deems their pagerank value nearly worthless?) I've seen where pagerank scores can be 0,1 or 2 out of 10 for a website yet they're ranked at the top of organic searches. a perfect example is this website itself.... it ranks #1 in organic search but google pageranks it at 3/10. can someone explain this?

peelerinsurance, if google no longer cares about pagerank, then how would someone be able to distinguish between a high quality site and low quality?
 
Most do not understand Page Rank, or make it more complicated than it really is.

If you are looking at the Green PR toolbar in Google, that is not the "True Page Rank of a Site".

Put it in Perspective: Page Rank is only 1 Factor out of over 200 indicators of Ranking in the Search Engines.

Page rank works on a logarithmic scale. Nobody except Google knows exactly how it works, but a 3/10 page rank for the home page of this site might mean it outranks 99% of all pages on the web.

On page elements are another important factor. This site ranks highly for "Insurance Forum". The keywords are in the URL, the meta title "Insurance Forum for Agents", and is repeated several times on the home page. It might still rank highly for these keywords if the page rank were 2.
 
It's really interesting to me, because our website used to be #1 and we had a page rank of 4. Now our rank for a certain keyword might be somewhere around 10 and our page rank is 5.

You guys are crushing it in so many states. Glad to see you on the forum.
