Good question. From a laymans view it might add a little cost to the removal, but having seen how removal is done I don't get that argument. It also should add a little to the cost of disposal.

You can only go over and existing roof once or twice. When you need a roof again the whole mess has to be removed and you have to start over. This results in additional costs for labor, disposal, and tar paper. I guess they still use tar paper or whatever they use. Probably in most situations at least and additional 10-25%.

Well, I imagine on a total loss, that might add a few hundred dollars at most. Hardly a significant increase in replacement cost. If I had to guess, the SF agent is using this as an excuse for an error he made in calculating replacement cost. That's just a hunch though. Were I the client, I would request copies of the original estimate and and the revised estimate.
