Need Help with Medicaid Disclaimer

I am in Iowa where they did allow the expanded Medicaid program to go ahead...just got a call from a client who is on the "borderline" between being eligible for the expanded Medicaid program and one of the lower cost marketplace plans. She opted to go for the marketplace plan with Coventry, but when she called in to make her payment and register a change of address, the Coventry agent read her a long disclaimer basically stating that if her 2015 income turns out to be low enough that she would have qualified for the expanded Medicaid program, then she will have to pay all of the tax credits back. I have not heard that before - can anyone comment about this? And how would someone who turns out to have lower than expected income be able to pay all the tax credits back? Just sounds nuts to me...
 
That's the first time I've heard that. Generally those expected higher income who fall under the 100% FPL in non expanded states are not subject to the clawback. I'm not sure why that would be any different in this case. Could be a situation where the carrier agent is providing misinformation. Wouldn't be the first time.
