To add even more confusion, some states never got rid of their own DNC registries. Different rules on the ones that have them. The Indiana DNC rules are stricter than the federal ones. And they are quicker to fine since they get to keep the money within the state.

Indiana made insurance agent's a protected class that can ignore the state DNC list BUT only if you clearly identify yourself as an insurance agent making a solicitation call within the first 15 seconds of the call.

Those states have very restrictive laws about knocking on seniors doors without a prior appointment.
