If you have multiple employees, just stagger the lunch breaks so that someone is always available.

Cutoff now is 30 hours. May not be a lot of businesses that shifted from 35 hours+ to less than 30 but I suspect many low wage industries have a greater proportion of PT workers than before.

the closing for lunch together may also be for worker harmony. Maybe these people like to eat lunch together? The OP is new and doesn't mind covering lunch hour, but maybe someone else who's worked there for a while might. Good staff is hard to hold onto. Maybe that's just a little way to help do that?

To be more succinct: it could make a lot more sense for more established agent and or agency.

Try working for a captive agent that would never go against the "suggest" hours of operation. It's always fun to be the only one working day after Thanks Giving, Christmas or New Years Eve.

To answer the original question. Ultimately the business owner has to decide what kind of business he or she wants to run. You can't please everyone, but a properly run business will please enough people to be profitable.
You mention the call logs show you missing business during the noon hour, I'm sure if you were taking calls at midnight you'd find calls being missed then too. Anyone who generates their own leads will see them come in 24/7, and often at even higher volume after working hours. So you're missing calls and business by not being open after 5pm. But is that the type of business the owner wants to run?
