They had no legal authority (that I can tell) allowing them to take over regulation of coverage that was handled at the state level. To go even further, they also dictated loss ratios and instituted new reporting requirements.
Making matters worse, all the campaign promises were simply lies.
If you like your doctor you can keep your doctor.
If you like your plan you can keep your plan.
This will not add one dime to the budget deficit.
Premiums are not expected to increase more than a few percentage points.
And voters actually bought into this, just like Gruber predicted. Passing Obamacare relied on the stupidity of the American voter.
