the small and non-profit company interests were getting more attention within AHIP

AKA World, American Republic and most of the HMO's such as Kaiser would certainly fit that description.

If commissions remain on the chopping block the carriers have to pick up the slack on customer service.

CSR's have salaries, desks, computers, benefits, etc while agents are only paid when they work.
