Oxford Med Supp - 0% Commissions...really?

Anybody else see the letter from Oxford about their commission levels going to zero for Med Supp in several states? Plus they've been having sizeable rates increases over the past few years across many states. They've never been my go-to for any Med Supp, but this is not a good sign at all. Anyone know what's going on inside Oxford?

0% commission for under 65 in the following:
CA, IL, MD, MT, NC, OK, SD, TN, TX
