P&C Insurance Wholesalers - Insurance Noodle, Etc

I have questions about these P&C Insurance Wholesalers.

Do you still control your business and manage your accounts when you bring them the business?

Do these firms just act as the silent agent that the end user doesn't know about.?

I am new to this and fact finding.
