Personal Auto Insurance for New Licensed Foreign Nationals

I'm wondering if any of the intelligent minds know of an insurance carrier that is kind to newly licensed drivers to the United States (Cal Specifically) that offer good driving discounts IF they can prove a clean driving bill of health in their former country?

Allegedly Allstate was to revise their underwriting guidelines in 2016 to allow for those who have foreign licenses. May want to check and see if they've rolled that out yet.
 
CA law pretty much prevents the good driver discount until they have been licensed here for 18 months.

There are exceptions, but they have to have proof of their dmv report (whatever the equivalent is) from their country translated to english. Its usually not worth it.

Basically, you are stuck for the first 18 months. After that, you can get the good driver discount. Good news is, everyone plays by these rules.

ya Progressive would accept an MVR from France for one of my clients, but they required it to be translated

I knew a guy who started an Allstate agency about 9-10 years ago, at the time Allstate was allowing foreign DL, which was a big motivation for him choosing Allstate - about a year later they stopped that practice, and he closed up shop when he couldn't make it work when he was on level playing ground with other carriers again. I wouldn't count on them for it even if they do start again, as they'll probably pull the rug on that one again. Northbrook Indemnity still allows foreign DL, which is fine, but it's irresponsible for them to allow it in their standard program - it will only end up hurting all parties involved - company, agents, and insureds.

If it's a record that can be verified, that might be a different story.
