Secret Service snipers, and agents, have the discretion to shoot at will when they see a threat. They do not "call it in" to the head of the Agency. They take the shot.
Back of his uniform says police. Secret Service don't wear that.

And Secret Service has jurisdiction over local police. So it is conceivable that a local cop would need authorization to pull the trigger.

Also, in his post, he never says that he is Secret Service.

And being they aren't operating in a war zone, they have to confirm foe or friendly before taking the shot. They can't just shoot anybody appearing on a roof. It could be a plumber working on a vent pipe or an employee looking out a roof hatch at a neighboring event. In that environment, the good guys are usually taking the 2nd or 3rd shot if they're lucky.

The sniper was not secret service. He was a member of one of the local police agencies.

However, there are several things in this story that just do not ring true. I did search for his name on facebook and the only one I found had photos of this on his page saying it wasn't him.

If it were true every news agency would be running with the story.

Secret Service don't wear any uniforms. The word secret should be the first clue.

It's a predecessor to Reddit. An anonymous internet board with a ton of topic boards.

Most notably, it's supposedly where the hacker group anonymous came from and has perpetrated multiple historical internet moments.

It also is known as a place where it's nearly impossible to know if something a real or a complete fabrication.

I wouldn't put 30 seconds of research into anything posted on 4chan.
