Prior MA but recent years on OM now back to an MAPD commission?

Anyone encounter the situation where an enrollee had a MAPD plan years prior but has been original Medicare and a Part D plan for the last few years and then goes back to an MAPD? How does CMS treat that enrollment for commission purposes? I'd imagine its treated like a renewal but haven't run into this situation before.

Last AEP I had an older couple on Medishare enroll in a UHC MAPD. At one time in the past they had been on an MAPD. Thought I would get renewal but I was paid full.
