Referral Program

I am in California. I've done some research but have not found a clear answer to legality of paying a referral fee. I am working out the logistics for a marketing program where i would pay a referral fee to a licensed agent for clients they cannot place business for. an example would be paying a statefarm agent referrals for non-standard clients. an extension to this would be is it also legal to pay a referral fee to a car dealership or any other non-licensed business entity as like a marketing fee? Thank you.

If you reward for "the act of" referring you'll be fine. Nothing can be tied to a sale and you Must reward everyone the same that sends you a referral....check your state DOI for exact details.
