Right to See Subcontractor Proposal?

Hello,

I just realized that this is an agent's forum, sorry. I'll remove my post if need be, but ask this of you experts, if you don't mind offering council.

My roof is damaged (wind) and my insurance received and approved a bid from their preferred contractor for the damaged half of the roof. The contractor (who is not a roofing company) sent their subcontractor (roofer) out to survey. Subcontractor initially indicated half-roof would not be possible and they had submitted to the contractor only a full roof proposal in the neighborhood of $11,000. Contractor and subcontractor came again today and indicated half would be possible. I've seen the contractor proposal for repairs to my insurance and the approved cost is $3,300 (not including contractor's fee). This seems too far below half of the full roof. I obtained several other estimates from independent roofers and they all ranged from about 9,000 to 17,000 for the full roof, and none of them came close to 3,300 for the half. (Side note, most said it would be risky to do just the half, but that's another issue--see PS below.)

I'd like to see the details of the agreement between the roofer and the insurance [preferred] contractor. Do I have a right to view this document? If so, should I request this from my insurance agent, the contractor, or the subcontractor/roofer?

Thanks in advance for any guidance on this.

PS The added wrinkle is that the roof is old and probably should be done in toto. I've not the $ to do this now, so half will have to do. BUT, most of the roofers suggested I'd be facing real problems with the back half of the roof, with all the traffic, workers, materials, and such that would have to contact it, placing stress on the older roof. So my second question is whether I have any rights to a further claim if some new, serious leaks arise as a result of the repair on the front half of the roof. They say they will guarantee their work for 3 years, but does this include what most roofers have indicated would be an almost certain resulting leaks in the next year or so?

you should be able to demand to see whatever you want.

if you want the entire roof replaced, pay for the other half yourself.
