The life/health and P&C tests are state dependent. In California, you no longer have to be sponsored. There are still a lot of references to the fact you do have to be, you can safely ignore them.
Other states, I have no idea.
For the 6/63, sponsorship is required to even get a testing window. I don't think this varies from state to state.
