What is the definition for a spammer as it relates to nominations?

We don't include the obvious spammers who hit and then are removed.
It would be someone (or multiple someones) who post quite a bit but almost always include something self-promoting.
Many of us have offers in our signature file, but only a few blatantly promote themselves.
Of course, you can put a "stupid" offer in your signature file like a diet supplement. This being an insurance forum that offer would qualify as spam.
A couple of people come to mind but we are accepting nominations from the floor.
