Biden used the HEROES Act under the "modify of waive" to cancel student loan debt. SCOTUS said that basis was a stretch, not that he doesn't have authority to do it in a different law, such as the Higher Education Act.
The Higher Education Act allows the Education Secretary to “compromise, waive, or release any right, title, claim, lien, or demand, however acquired, including any equity or any right of redemption.”
It takes longer; but in theory, it's much more sound that trying to use The HEROES Act. The HEROES Act does not require the additional steps during a national emergency. However, it's a weak argument that it would allow Biden to cancel loans.
The Major Questions Doctrine says that Congress does not automatically delegate their responsibility to the Executive for major political and financial significance.
That's true under HEROES, but under the Higher Education Act, Congress did defer its authority to the Executive Branch.
Congress does not have to pass a law NOW to give this authority, as it's already been done.

The Higher Education Act allows the Secretary of Education to "compromise, waive, or release" federal student loans. Student debt relief has been provided to borrowers who are disabled, employed as teachers, or who could not complete an educational program because their institution of higher education closed, according to a report by the Congressional Research Service.
However, the act must go through negotiated rule-making to make changes to administrative regulations — a process that could take a year or longer.
"It's subject to federal regulatory review and comment. That's a much longer process," CBS News chief Washington correspondent Major Garrett explained. "When the president said it's going to take a while, they'll move as fast as they can — they can only move as fast as that regulatory process, which has very specific guidelines and hurdles, can go."
