Is it legal to enroll Medicare Advantage over telephone?

Is it legal,

to educate on medicare advantage over the telephone (client contacted you by telephone)

then, email the beneficiary the application,

and then have the signed application from beneficiary faxed back to you.

Am I within CMS regulation?

Go one better! Sell the a Wellpoint policy. Wellpoint is Blue Cross/ Blue Cross & Blue Shield in about 12 states and is available in the other states as a regular MA policy. Wellpoint allows it to be done over the phone on an inbound call with no 48 hour waiting period.
 
Which states? Where can I get a good contract? Are the benfits competitive?
