To get high PR backlinks (though many of the smaller sites will never have a great pr) of course! The only caveat I would add is to use an article spinner before submitting the same article to a ton of ezine sites, and to do a manual submission instead of automated. Automated backlinks are never that helpful even if it is do follow. The last thing is that you don't need a ton of backlinks from the same site so you don't have to waste time writing articles for the same ezine constantly.
Lastly, many of the top SEO pros. will try to develop PR for their articles on these ezine sites by social bookmarking etc. They often will use automation for this but not for their site itself. There are a ton of tools like this that you can find over at the Warrior Forum. Thats also where you will find real SEO discussions about some of the techniques I just talked about.

No way, Chumps you da Man, and da Man's Father, and da Man's Labor Union. Best backlinker in the country in my opinion. And as the OP's post has been whittled down like a Haitian city, we all now know that Backlinks are important.
Other ranking factors include having a good haircut and never letting them see you sweat.
