Im about to send off a huge mailer for Turning 65. I was about stamp each one with the advertising warning, when a fellow agent said we didn't have to stamp that anymore.. I checked all over the CMS marketing guidelines for the last few years and could not find anything to contradict that. The only instruction I can see from CMS is that unsolicited letters are acceptable for marketing purposes, but it gives no further instruction on if anything more needs to be on the envelope.
 
Check with your state DOI for guidance. They may have certain marketing restrictions on the wording of your sales letter. I know "Recent Changes to Medicare" is a red flag in Iowa.

If its specific to MA/PDP then the advertising disclosure has to be on envelope.
