Truth or Bogus? Trick to Keeping a Speeding Ticket from Showing Up on an MVR

There is a local attorney in my area who is advising people of a trick to avoid having a speeding ticket show up on a motor vehicle report.

I want to run this by you guys, to see if you think it's real or BS.

Theory goes like this:
Suppose you get a speeding ticket that comes with a $100 fine. This attorney advises you to mail in a check for $101. The jurisdiction that you pay the fine to is required to mail you back a $1 overpayment/refund check. As long as you do not cash that $1 check, your ticket will not be processed. Thus your speeding ticket will fly under the MVR radar.

Do you believe that or not?
 
I believe that may have worked in one jurisdiction at one point in time.

No way in hell is that going to fly in (m)any states these days.

I don't believe it. In my jurisdiction however you can fight the ticket be responding in writing that you would like a jury trial. (your legal right). They won't want to deal with the cost of headache of this and will mark it down to an infraction after a quick session with the local DA or ADA, and that does not show up on your record. You do need the basic legal forms to request said trial by jury, but those can be found online. This has worked twice for me.
 
In NJ, most courts are like Monte Hall. Lets make a deal. And will let you plead down a speeding ticket, to lets say blocking the intersection, no points, just a fine. That is what they are after anyway.
