signed up for a Drug plan at that time, today called and said they want to switch to a different plan, can they still change under open enrollment rules or is this a one choice only during their open enrollment time?
 
no change can be made... they used their IEP and the IEP is limited to 1 election. To change, they would have needed to use AEP and do it before 12/7.

And if the potential client is in AL, that's not one of the states that have been approved for the Extra AEP time. It is to be used for Texas, Louisiana, Florida, Georgia, South Carolina, Puerto Rico, and the U.S. Virgin Islands.
