I do not know the answer. But keep in mind, you are on a public forum where you do not know the responders, where you may get a wrong answer. For a question such as your, I suggest you reach out to the state's insurance department. Good luck.
Note I am not a compliance expert nor am I even licensed in P&C, so I could be 100% off-base (but I don't think I am).
Licensing is all about being responsible and liable for your own actions and representations to the public. Outside of that, they can do everything to service any policy under the authority of the supervising agent in that office.
Just my thoughts.

An unlicensed CSR cannot discuss coverage or make coverage changes. He/she can change an address, take payments but cannot add or subtract a vehicle or insured from a policy.
