VA Access but Not Tricare

My exposure to VA benefits is limited so I want to make sure I am doing right by a new prospective client.

Age 69, Medicare Part A only. Has been using the VA for routine health care and Rx. He is not covered by Tricare or Champus (if that still exists) or any other "entitlement" programs. He is not retired military but served 4 yrs active duty during Vietnam war. No service related disability.

It appears his only option for Part B is the GEP and paying the late penalty.

Any feedback and guidance appreciated.
 
Your assumption is correct. There won't be a late penalty for his Part D if he decides to get that (since VA is considered creditable for drugs only). It is not creditable for Part B.

I just talked with him and he is OK with the process (delay, LEP). It's better than he expected.
