Water Backup / Sump Pump Overflow

If somebody has water/sewer backup coverage, would that apply if their sump pump can't keep up w/ water & it water subsequently overflows? Or would that be considered a flood loss

That is more then likely going to be flood, they might be able to collect from the back if they can show somehow if started backing up prior to flooding

it all matters on where the water orginated from.....outside means FLOOD insurance.

had a heavy rain on 6/21/13 where the power went out had over 100 claims and its covered by water sewer backup.
