WC Fot Pizza Shop With Delivery

I am having a hell of a time trying to place this risk, pizza and sub shop with delivery , about 150k payroll in VA. Any suggestions?

Do they need hired and non-owned auto coverage?

Yes they do, I got that quoted through one of my carriers but not that competitive. I have a good relationship with the owner though, his last agent never put the coverage on for him, but I told him it is a must have for all the delivery he does
