Those who earn 100% to 400% of the Federal Poverty Level will qualify for subsidies to help pay their health insurance.
Those families who earn less than 100% and have children can go on Medicaid in every state.
Those who don't fit into either category can go to the E.R. just like they do now.
Texas is one of those states that doesn't want to be in the position of taking away Medicaid benefits when the Federal Government cuts off the support payments in a few years.
