If we are going to have to have the client login to healthcare.gov to cancel the previous years policy? Or is there another way? And we all know how many know their password and userid, right?

Get their application ID number if they have an eligibility notice. Most do. That way you can actually make a new account and recover the application and then cancel it. Some clients don't remember their username or password. Also, sometimes they are not comfortable giving it out so if you make a new account the app can be recovered and canceled.
