Wisconsin agent reply, medsupp move in get opportunity for GI supp?

A person in my office complex has a MedSupp now and is moving to Wisconsin in 2024. Will that person have an opportunity for a non-underwritten MedSupp or only if they have an MAPD plan and move out of state (which is know is a SEP)
Asking because I believe Wisconsin's MedSupp contracts and possible rules are different from other states.
