Accepting newborns on the federally-facilitated marketplace (FFM)

We've had some questions about how to add and/or accept a newborn on the federally-facilitated marketplace (FFM), also called the exchange. According to the Centers for Medicare & Medicaid Services (CMS), here are simple steps for your clients to follow.
The parent can go back to healthcare.gov and select the Change in Circumstance function. This function is set up to handle several changes in circumstances, including:
• Adding a newborn
• Adding a child who was referred to Medicaid but Medicaid denied coverage for the child
• Reporting a change in income
If a child is referred to Medicaid, but the parent does not want the child to be on Medicaid, then the child cannot be added to an on-exchange plan. In such a case, the family would have an option to purchase an off- exchange policy from us.
Additional questions regarding Special Enrollment Periods (SEP) and/or dependent additions should be directed to the FFM.
