Agency Fees in Texas

What's legal in TX? I know if you charge a fee to one person you have to charge the same fee to everyone. Can you charge based on how much money you saved them? I.e. you save a family $1000 on their auto and homeowners can you charge everyone a 10% fee of what you save them? So in this example the agency fee would be $100.

Yes, you can charge a % of what you save them in TX and some other states.

I'm pretty sure you can't. You can only charge fees for costs based on things like mailing, scanning, faxing, paper, labor etc.
