I believe its to do with ACA and employer requirements which are 100% reported to the IRS and filed on tax returns. While they may overlap there's a difference between QLEs for insurance (like EGC as asked in thread) and Medicare Election Periods. This is why dealing with Group and Individual Coverages it's "IRS-acceptable QLE". Dealing with Medicare it's their own rules. Again though, the original question of this thread is leaving an EGC which is QLE based on a valid Election Period of Medicare.
