As this is an old thread with a new post, you are probably already into your captive operation full throttle.
Frequently, the GA or MGA will have the agent assign commissions. It puts you in the check-writing business, but you have more control.
Most important because you are providing leads -- make sure every agent understands clearly that you are placing spot-check phone calls to the leads, to make sure they are satisfied with the service; was the presentation clear and understandable?; did you sign an application?; if so, what company? -- or whatever. If you never make one call, the agents won't know that. As long as they think you are doing this is all that's important.
