Clusters or MGA's in VA for Personal Lines

Check out AgentCo. They get you access to quote and issue directly with the carrier and help you to earn direct appointments with the same carrier they provide you. Really cool program for the agency owner. These guys are committed to helping the IIA channel. I think they recently expanded into VA.
 
TIALLC that's a great post especially that you were honest about it.

I chose to align with PIIB after 16 years captive with Farmers. I am just starting so it will be tough but I earn 100% commission and get 70-90 bonus without any loss ratio or premium commitments. There is a fairly large monthly fee which will be tough during the first few years but their contract was very straightforward. I own 100% of my book and can leave anytime which is what I liked.
 
Check out HH&B in Richmond. I met with them but declined the contract for other reason. Great establishment and fair contract with a good list of companies. They're fairly new, but seem to be set up well.

Sorry I'm late to the party on this, but yes, feel free to PM me, but to be honest, they would be the better ones to discuss with. I met with them and reviewed their contract. It's very fair. They were very personalized and seem to honestly care about their agents. I know one of their agents very well and she's had great experiences with them.
