Nothing can be tied to the sale - illegal in most states.

it was not allowed in CT, then less than 2 years ago, they allowed it, and CT is reciprocal with a # of other states.

I think agents should check with their Dept of Insurance to confirm either way, they can double their sales and help others at the same time.

Either way, I think an exemption should be made if the "rebate" goes to a non-profit org that helps people.
