Once again another reason to READ THE DANG BILL!!! But seriously Congress has exempted itself from legislation it has passed before, so I wouldn't be surprised if Congress or HHS creates a quick fix for one employer (congress) while sticking it to other employers.

But no one really knows for sure what the bill does, not even the experts. For instance, exactly who qualifies as an "employer" — and therefore is subject to fines up to $3,000 per employee — is undefined in the bill.

I would hardly call members of congress experts, but that is funny.
