I have the middle $2600 100/70 CDHP plan.
Yes actually regarding the Coinsurance, I believe is 0% coinsurance. Our HR gave us another PDF which seems to be a full package from the insurance company and it says 0% Coinsurance. Not sure why he had made that PDF with so many errors
Because as you said, it doesn't make sense for the insured to pay more when in-network than out-network. The plan's name is 100/70, assuming that's coinsurance % (100/70) so I guess in my case, 100% and 0% mean the same thing

A really good HR person is worth their weight in gold. Why? because there are so few of them.
I have spent decades teaching HR people how to do their jobs. Some learn quickly, some actually know a lot coming in, and some just never get it and you end up fixing problems constantly.
There is a skill to the job, not everybody has it.
