Could this Be Considered Rebating?

I got a survey in the mail the other day, and the company had included a dollar bill with it. It made me look twice to see if it was really genuine, stopped me from throwing it away and got my attention. I think it's a great marketing strategy, and I would love to do it with prospects. Send them a mailer for a quote, with the dollar in there to catch their attention. Could it be twisted into being considered rebating?
 
It's a dollar, probably not going to raise any concerns, but....

It's not tied to a sale and therefore, its not rebating. Its given to just take a moment and look at the item.

I had a JD Power survey do the same thing. Here's the challenge:

1,000 mailer costs $400 give or take, let's call it $500. Add a dollar, now you're at $1,500, three times the cost. It'd have to be quite the story to be worth that kind of scratch.
 
Thanks for the input guys. Josh-that was the second part of my dilemma. I would have to get a damn good response, and I know the odds are already against me for mailers.
 
You also have to check to see if your state allows "gift for a quote" because some do not and that marketing idea seems to fall into that category.
 
I've got one of these too...I mailed back the dollar. It was some charity but def caught my attention enough that I took the time to return the money
 
If you give the dollar to anyone - and it is not based on the sale then it is an advertisement not rebating. If you ONLY gave the dollar to those that bought from you then that would be rebating.
