CoveredCA Not Allowing Children on Any Plan

I have run into this problem twice today after not encountering it at all up until now. I have 2 families, each with a husband, wife and son. They fall into the income bracket above Medi-CAL but below 400%. Shop and Compare tool shows eligible for APTC. I complete the app, parents both eligible, child is not. Won't let me enroll child in any health plan- CoveredCA or MediCAL, and only generates subsidy for the parents.

Anyone else run into this?

Is the family between 138% and 266%?
If so, children are auto Medi-Cal.
Not eligible under mom/dad through Covered Ca.
They can buy off exchange direct "child only".

One was a family of 3, 70k income so almost 400%.
Other was family of 3 at 55k.

Child can't enroll in ANY plan. Eligibility pages shows not eligible for medi-cal AND not eligible for CC.
