Division of insurance asking for too sensitive info. normal?

I have applied for a P&C license with the Florida state Division of Insurance agents. They have asked me to email them a copy of my Social Security Card and a copy of my Green Card. is this normal?
I know I have to disclose my SSN with most State regulated professional licenses but this is very different then providing copies over the email.

What do you think? is this a normal request? anyone else had to go through this?

Yeah it's normal. It's the new normal since foreign terrorists plot to bomb the crap out of us.

The state wants to be sure your documents are legit.

Call up and ask if there is a more secure way of providing the documents.
