Does anybody e-mail prospects

Never said I don't advertise and I stay in touch with most of my clients. Just spent almost $4000 on a failed campaign. I just find it hard to believe that an agent here locally can survive waiting on his phone to ring. He says he doesn't do any advertising or purchase any leads.
 
has anybody had any good production with reaching out to leads by e-mail, or is phone really the way to go.

You already sent them a card that they filled out, how many more times do you have to reach out before you get them their benefit information that they're eligible to receive?
