Eliminating Navigators?

I'm glad to see someone, John Doak the OK Ins Commish, has some brains. I could not have said it better myself. These are the exact reasons why brokers will survive reform:

Congress should eliminate the navigators provision from the Patient Protection and Affordable Care Act

But "facilitating enrollment is not the equivalent of actually enrolling someone in a qualified plan," Doak says. "Actual enrollment will of necessity require the gathering of financial [information] and a review of the potential products available to that applicant in and out of the exchange. While health conditions may not affect an applicant's ability to purchase insurance, their health may affect their choice of product."[/information][information]
Personal health and personal financial information are sensitive, and they must be handled by professionals accountable to licensing authorities, Doak says.
State and federal agencies already have laws on the books regarding the need for producers to protect confidential information and experience with taking action against producers who violate the laws, Doak says.

well who do you think the navigators are going to be.....now back to my resume.......

At least 1 commissioner grasps the concept of professional, licensed agents instead of "street agents."

Well most commissioners and states seem to think it is important we keep up with our training, pay our licensing fees every year (at least here), take ETHICS every year, the list goes on and on. Why would we now suddenly be unnecessary?

I went to the NAHU AZ mtg yesterday. The guy appointed by our Repub governor, and in charge of the exchange development stated he is for an open market outside the gov't exchange, and sees agents as being part of the solution in the exchange....if ever launched. Navigators can educate but not enroll. He doesn't see where the money will come from to pay for navigators.

That's the key issue. How the hell are the state governments (most of which are broke), or even the mostly broke federal government, going to pay for the navigators?

State insurance commissioners have no clue. I was convinced of this before, but am assured of this based upon the new, state approved applications in the state of IL. What was once a 3-4 page application (for either EE on group or individual) is now a 10-15 page application, including multiple instances of covered parties, SS #'s, previous coverage needs (really, 24 months??), etc. What a giant pain to fill these out.

Hmmm. Hire tons of (non-qualified) union employees with ultra rich benefits. Have the customer put on hold for hours, transferred back and forth and have a terrible experience. Or, outsource this role to qualified, experienced, licensed agents that won't cost the state a penny, acutally be revenue-positive, who will work for pennies on the dollar, and will insure that the customer gets on the correct plan, and provide excellent customer service.

Its not difficult.
You'll be able to sign up for health care at the DMV. Workers are already hired.

Take a number and wait your turn.

Dan
