I can't say how "common" it is but CA statute 103900 of the Health and Safety Code requires:

Every physician and surgeon shall report immediately to the local health officer in writing, the name, date of birth, and address of every patient at least 14 years of age or older whom the physician and surgeon has diagnosed as having a case of a disorder characterized by lapses of consciousness.

I'm guessing it wasn't the paramedic that reported the seizure, but the doctor at whatever facility that the person was transported to.

Hi, yes he's 27 now. Yes the seizure was reported to the DMV. Correct, the incident didn't happen on the roadway. I own the car and the car is under my name and yes he lives at home.

If Dad owns the car , son has no insurable interest and should not be able to insure the car.
