No, what he is saying is HO-1 is basic perils, Ho-3 is Special form. It makes a difference which perils are covered. What was the cause of the loss? Flood, damaged roof from wind? Why do you think coverage doesnt exist?
In my experience filing a claim and having a rate increase depends on the insurer. Filing with an admitted carrier will most likely cause a rate increase regardless of coverage so be cautious. Filing with an excess/surplus lines carrier will not cause a rate increase but can trigger a non-renewal by alerting the carrier to a potential problem and is going to want proof the issue has been addressed.
Filing with a flood carrier doesnt matter. No increase for filing regardless of payment.
So it is important to know what the issue is and the insurer.
