Nice political game they played with this one. Get out refund checks mid year for the current year. Plenty of time to talk it up before November elections. Only government program I've seen that doesn't "hold back" until after the year ends, then make you file a claim for the benefit.

If someone is in the donut hole this early, the $250 will not last very long.

October is national donut hole month, so you figure if they hit the hole in Oct, they will not get their checks until after the elections.
