I cant speak to CA on small group. Have no idea.

Generally, states with community rating on small group (or individual for that matter) charge a much higher rate across the board than for similar coverage in states where the product can be risk adjusted in the rate.

how do I find out if a state is community rated from my ins. dept or the ins. co.?

10% in California, TTBOMK. There is a state law AB-something (I forget the number) that makes all group under 50 lives GI and I believe that they can only be rated up 10% from standard.

Correct me if I'm wrong.

AB 1672 and yes 110 RAF max on all small groups in California. Range is .90 to 1.10 on all pricing. Groups under 5 even in perfect health will always get 1.10 to start, but can be reduced at renewals.
