Hi ABC -

In the original PPACA law, it's section 1303 that describes funding for abortions as not being allowed through tax dollars.

Then the HHS final ruling that just came out last week gives new rules for funding elective abortions (which are the abortions that are not allowed to be federally funded). This new final rule states that qualified health plans that decide to include elective abortion coverage (provided that their state allows it) must collect from every member an amount equal to the actuarial value of the coverage for such services or $1 minimum, and that amount must be collected and deposited into a separate account from the premium for the health plan, and those who do not wish abortion coverage must also pay, under non-discrimination rules.
