Well if this Bill truly makes the cost of insurance increase as everyone says it will then if commissions go down, what's the difference? It would be a wash.
Where I see a problem is being able for an independent to put someone in a different company maybe in 2 years that might be a better fit from what you originally had them in due to mandates.
However because folks have to have insurance, they should stay on the books longer and hence renewals might come down more than anything.
