It's a safeguard that AARP won't be pissed, and they can keep consuming the President's bull.

Rates for those over 50 or so are capped, which gets votes.
Rates on those in their 20's and 30's go up, but its either paid for by work OR they don't have coverage through work and its paid for by subsidies, very few notice.
Everyone blames the insurance companies anyway (forgetting the 80/20 rule, thinking it should be 99/1 as well).
Since the younger ones really don't pay more out of pocket, due to the subsidy, they don't complain. Since there are higher subsidies paid out, taxes have to go up, on who? The 50 somethings that just got a tiny break on health premiums. Except now, there is so much overhead and refunneling of money that its several dollars of new taxes for every dollar of benefit.
