HRA's are a great tool to use in your arsenal. Remember the rule of thumb, roughly 65% of a total population of a group NEVER use their benefits or at least come close to using up the HRA funding. You now throw "Health Reform" into the mix, preventative care covered at 100%. I have seen most of my HRA groups have approx 12-15% utilization this year on renewals. Good luck.
